How are issues of payment for maintenance of metering devices regulated?

The issue of the division of rights, and with them the responsibilities, between the municipality, utilities and, in fact, residents, arose immediately with the advent of private property in our lives. The problem of timely payment of the cost of electricity, maintaining networks in proper form - all this is reflected in Russian law.

The legislative framework here are:

  • Civil and Housing Codes of Russia;
  • Federal Law No. 261, devoted to the problems of energy conservation, the search for ways to increase energy efficiency and has made a number of changes to existing legislation;
  • Government decrees covering regulation of the Russian electricity market;
  • Decree No. 491, which establishes the rules for the maintenance, including metering devices, and other property in an apartment building.

The general requirement in the above documents is the need to ensure uninterrupted supply of electricity and the maintenance of metering devices in operable condition. A set of procedures should be carried out by forces of both owners and management companies.

Attention!   In practice, the entire process associated with the maintenance and possible replacement of metering devices will differ according to one key criterion - the location of the meter. There may be only two options:

  • in-house electric meter;
  • located outside the apartment - in the common panel, along with the counters of the neighbors in the stairwell.

Who should change the electric meter located inside the apartment?

Attention!   All information below applies only to privatized housing. If the apartment is municipal, then, by that, electric and gas meters, other metering devices, as well as perform all work (replacement, installation, maintenance) will be the state and this will be carried out only at the state expense.

Let us turn to the above laws:

  • articles No. 209 and 210 of the Civil Code, devoted to the maintenance and material burden of the owner. It clearly follows from them that the owner assumes all expenses for the maintenance of his property, unless otherwise agreed;
  • the aforementioned Government Decision No. 530, specifically its Article No. 139, requires the owner of the dwelling to bear all the costs of installing metering devices in his premises;
  • article 140 of this Decree prescribes not only to purchase meters, but also to pay for the services of the Criminal Code / Housing Office related to the installation.

Therefore, the owner of the apartment in which the meter is installed is required:

  • purchase, if necessary, the meter itself;
  • pay for meter installation services;
  • bear the costs that will be required when replacing the electricity meter. All metering devices have a certain period of validity and inevitably require replacement;
  • pay for the maintenance of the meter. This may include the prescribed tech. passport periodic calibration, performance check, etc.

Attention!   Please note that in all of the laws listed, it is established that similar costs may fall on the shoulders of the Criminal Code - if this is indicated in the contract between the owner and the public utilities. Therefore, if such a question arose, it is recommended to raise the appropriate paper.

The cost of replacing in-house meters

Prices for these services will vary depending primarily on the region and other factors. As a rule, the stronger the wear of the meter, the more expensive its maintenance. Replacing or installing a new meter usually costs from 400 rubles, while a call from a UK specialist who seals your electric meter will cost from 200 rubles.

Of course, the legislation and the charter of many management companies provide for categories of the population for which all these manipulations are free:

  • veterans and participants of the Second World War. Here you can mention juvenile prisoners of the camps;
  • single, low-income pensioners;
  • families with 3 or more children.

The list may expand. It all depends on the policies of the Housing Office and regional authorities.

If the Criminal Code still decided to replace the meters, then they should send you a notification requesting that it be done. If necessary, it should be reasoned (due to wear, failure, etc.). Who carries out maintenance of the electric meter on the site?


The vast majority of houses built before 1991 suggest the placement of metering devices on stairwells, in common shields. Who is the burden of buying and replacing such electricity meters?

Need to turn again to the legislation. Article No. 7 of the 491st Government Decree tells us that the meter, located, in fact, in the staircase, will be related to the common property of the whole house.

The Civil Code tells us that all the expenses for its purchase, and further manipulations with it, are taken by the management company.

Attention!   The rule with privatized / municipal housing does not apply to devices located on the site. It doesn’t matter whether you are the landlord or not. The counter at the entrance simply does not belong to you. The subscriber to the electric grid here is the Criminal Code, which bears all material responsibility.
